A LOCKED BRAKE WHICH PREVENTED THE PILOT FROM MAINTAINING DIRECTIONAL CONTROL DURING THE LANDING ROLL. THE BRAKE MATERIAL EXPANDED AFTER BECOMING WATER SOAKED WHILE TAXIING.
