THE PILOT DELAYED HIS LANDING/TOUCHDOWN, MISJUDGED THE DISTANCE OF THE REMAINING RUNWAY AND DID NOT GO AROUND. THE SLICK/THAWING RUNWAY CONDITIONS AND THE FENCES WERE CONTRIBUTING FACTORS.
