THE PILOT'S FAILURE TO MAINTAIN CLEARANCE BETWEEN THE AIRCRAFT AND AN OBSTRUCTION ALONG HIS GROUND TAXI ROUTE. OBSTRUCTIONS ALONG THE ROUTE AND A FENCE CONSTRUCTED NEAR THE RAMP ARE FACTORS IN THE ACCIDENT.
