FAILURE OF THE PILOT TO FOLLOW EMERGENCY PROCEDURES TO ENSURE THAT THE GEAR WAS LOCKED. A FACTOR RELATED TO THE ACCIDENT WAS THE TOTAL ELECTRICAL FAILURE AND THE CONSTRUCTION SITE LOCATED BESIDE THE RUNWAY.
