THE PILOT'S INADEQUATE PREFLIGHT PLANNING, WHICH RESULTED IN HIS INABLILTY TO ATTAIN A PROPER CLIMB RATE DURING THE TAKEOFF. FACTORS WERE THE RUNWAY CONDITIONS (SOFT, ROUGH TERRAIN, WET GRASS), THE PERIMETER TREES, AND THE TAIL WIND CONDITIONS.
