Probable Cause

LOSS OF POWER IN BOTH ENGINES DUE TO FUEL EXHAUSTION, RESULTING IN A FORCED LANDING. A FACTOR IN THE ACCIDENT WAS THAT THE PILOT DID NOT FOLLOW THE FLIGHT MANUAL TO ENSURE THAT THE FUEL TANKS WERE FILLED TO CAPACITY.
