THE PILOT FAILED TO MAINTAIN MINIMUM REQUIRED AIRSPEED FOR SLOW FLIGHT (VS), RESULTING IN A STALL WITH INSUFFICIENT ALTITUDE TO RECOVER. A CONTRIBUTING FACTOR WAS THE PIPER PILOT'S UNANNOUNCED FLY-BY, WHICH DIVERTED THE CESSNA PILOT'S ATTENTION.
