THE PILOT-IN-COMMAND'S DECISION TO LAND WITH EXCESSIVE AIRSPEED, AND FAILURE TO OBTAIN THE PROPER TOUCHDOWN POINT DURING A PRECAUTIONARY LANDING. THE ELECTRICAL SHORT WAS A FACTOR IN THE ACCIDENT.
