THE INADEQUATE INSPECTION BY OTHER MAINTENANCE PERSONNEL, AND AN INADEQUATE PREFLIGHT INSPECTION BY THE PILOT IN COMMAND. A FACTOR CONTRIBUTING TO THE ACCIDENT WAS THE REVERSAL OF THE AILERON CABLES.
