THE PILOT'S DISREGARDING THE WEATHER FORECAST; HIS IMPROPER IN-FLIGHT DECISION TO CONTINUE A VFR FLIGHT INTO INSTRUMENT METEOROLOGICAL CONDITIONS; AND HIS FAILURE TO MAINTAIN ADEQUATE CLEARANCE FROM TERRAIN. THE MOUNTAINOUS HILLY TERRAIN AND LOW CEILING WERE FACTORS RELATED TO THE ACCIDENT.
