PILOT'S INADEQUATE PREFLIGHT OPERATINS, WHICH FAILED TO DETECT THE PRESENCE OF WATER CONTAMINATION IN THE FUEL SYSTEM, AND RESULTED IN THE SUBSTANTIAL LOSS OF POWER AND SUBSEQUENT FORCED LANDING. THE AIRCRAFT ENCOUNTERED SOFT, LOOSE SOIL DURING THE FORCED LANDING AND FLIPPED OVER.
