Probable Cause

FUEL SYSTEM CONTAMINATION BY WATER AND POOR PREFLIGHT INSPECTION AND PREPARATION BY THE PILOT IN COMMAND. THE LACK OF SUITABLE TERRAIN FOR AN EMERGENCY FLOAT PLANE LANDING WAS A FACTOR IN THIS ACCIDENT.
