THE INADEQUATE PREFLIGHT PLANNING/PREPARATION BY THE PIC IN HIS FAILURE TO CLOSE THE FUEL DRAIN VALVE. A FACTOR RELATING TO THE ACCIDENT WAS THE FENCE POST LOCATED IN THE LANDING AREA.
