THE PILOT'S IMPROPER IN-FLIGHT PLANNING/DECISION, WHICH RESULTED IN FUEL EXHAUSTION DUE TO AN INADEQUATE SUPPLY OF FUEL. SOFT SAND IN THE EMERGENCY LANDING AREA WAS A RELATED FACTOR.
