FAILURE OF THE PILOT TO PROPERLY FOLLOW THE IFR (INSTRUMENT FLIGHT RULES) PROCEDURES BY NOT MAINTAINING THE MINIMUM DESCENT ALTITUDE FOR THAT SEQMENT OF THE APPROACH. THE WEATHER CONDITIONS AND MOUNTAINOUS TERRAIN WERE CONSIDERED TO BE RELATED FACTORS.
