THE PILOT FLYING THE AIRCRAFT INTO IMC CONDITIONS AT AN ALTITUDE WHICH WAS INADEQUATE TO CLEAR SURROUNDING TERRAIN. FACTORS WERE LOW CEILING AND FOG.
